New Fable’s 1,000+ NPCs Were Created by Hand

More than a thousand NPCs in the new Fable — the game’s so-called Living Population — were literally created by hand, game director Ralph Fulton said on January 22.
“I think we maybe once thought we could procedurally generate them, but we abandoned that idea quite a long time ago,” he said in an interview with IGN.
Playground Games wanted to define everything about each NPC: their name, appearance, personality traits, worldview, home and family relationships.
As a result, every one of them can be spoken to, potentially married and have children with, and any of them can be hired or fired. Together, these NPCs will act as “Greek chorus, if you like, reflecting your choices and your morality.”
Earlier that day, the new Fable was shown at Xbox Developer_Direct, where an autumn 2026 release window was confirmed and many gameplay features were revealed. The game will feature an open world, a choice of the Hero’s gender, character customization and many mechanics familiar from the series, including jobs, buying homes and interacting with NPCs.
Fable has officially been in development for more than five years — at least since 2020. It was originally planned for release in 2025, but its launch was later tied to Xbox’s 25th anniversary in autumn 2026.
